Theoretically, if you can start it step-by-step, it should start normally. Did you let it wait for long enough? Try to hit Enter key during that time.

One possibility is that you may have some conflicts in the drivers the OS is trying to load. I would try to uninstall all the drivers (video, sound, network, etc.), apply latest Win98SE service packs, then reinstall drivers one by one.
