at least 10 VCDs, even 3 SVCD from 3 tapes for my kid.

The tools I used:

Use UleadVideo Studio to capture (to AVI), create VCD, or SVCD mpeg files (all files for DVD, mpeg2, mpeg1, VCD, SVCD are in mpeg), also you will be asked to select NTSC or PAL. After you got VCD or SVCD's mpeg files, you can write to CD within Ulead Video Studio directly. However I didn't do in this way. I burn CD using Ahead Nero ROM that will let you select what kind of CD you will create, select VCD, or SVCD, and check the format when you add your mpeg files and will report error if you try to add some invalid data.

The SVCDs can be played well by Apex DVD player, Polariod DVD Player (both can play VCD, SVCD).
