What do you want 中文 for?

For browsing Chinese website? If so, you can try to visit that site using IE, IE should automatically (or by changing View->Encoding->Chinese Simplified (GB2312)) prompt to install Chinese fonts if "Enable Install On Demand" on IE is enabled (if not and you cannot enable it yourself, then you're out of luck. It means your PC administrator gives limited rights to the normal users), and you may or may not need the XP cd to get the Chinese fonts installed.

Since you don't have permit to fiddle around within the control panel, you can use online Chinese input website to help input Chinese if necessary. One example is www.inputking.com
