As 愛我家 said, if you are able to boot your laptop to safe mode (either graphical interface or command line), it may be possible to restore your deleted DLL file(s) from the i386 folder under C:\windows (if you do have this folder, do a search on C: drive to find it). If the computer tells you the name of the DLL file it's asking you to install, you can just find the file and copy it over. Sometimes, the folder may contain only the compressed DLL (and other) files, you will need to extract them using the extract.exe util that usually goes with those compressed files. It will take some time.

If you're not able to boot into safe mode, try to use a bootable CD to see if you can boot the machine up and if so, do the above.

For further instruction, I think I need more info.
