我的IE不讓我下exe文件。係統好像也升不了級了。怎麽辦？

我最近並沒有改什麽設置。就是好像兩三天windows自己自動update了一下。結果，俺一要在IE裏直接下exe文件（如norton的update)，就出來一個這樣的窗口：
High security alert!!!
You are not permitted to download the file "20060413-007-x86.exe".

URL = http://definitions.symantec.com/defs/20060413-007-x86.exe

俺還發現，好像手動，windows也不讓update了。

有沒有大俠知道是怎麽會事？怎麽解決啊？
