荷蘭spent enormous money and effort building its dam system in 195

Before that it had flooding problem all the time, 荷蘭 windmills were built for pumping the water hundred years ago. New orleans has similar elevation issue, it supposes to have good dam and pumping system. I think during katrina, the gov gave up the reparing broken levees too soon. I saw the live news, the broken part was relatively small at begining. I think if it was in China, TG would fix it instead of let it flooding. NY supposes to have no elevation problem, its pumping system may not be ready for such storm
