I don't know the other states. At least in CA I know

some Lao Zhong's paraents came in US in 60+ old, got green card enjoy the free health care and certain amount stipend even they haven't worked in US single day. I think hispanic does this too. Such system won't last too long. Unfortunately, the state politicians are making all the effort to keep such system by asking more tax in the name of support Education. It sounds great that prop 30 will take 85% for education, but the portion in the general fund which supposes to go Education will be used to fill other budget holes. That is the reality.
