the layoff persons may not be able to work in IT, that is the problem. In terms education spending, is very complicated issue. as far as I know in CA, unionized teachers' pension takes a big bite, an increase desn't mean goes to students. Check the fact that weeks ago OB's hometown teachers were on strike, what did they ask and waht they already got paid?
one word: more pay but no responsibility.
