Don't you get the point - that guy is totally lost?
Toyota built plants in US is not a real act of OUTSOURCING, but rather a practical thing to do - gaining US local government support by hiring US workers, so that they can build more cars in US and sell to US consumers. It's a long term profiting strategies.
Those cars DO NOT go back to Japan, that's why it's NOT called outsourcing.
It has nothing to do anything!
