How does the China Government reform or adopt its pension system?
Currently, a big problem of the system in China is that it treats people so differently - people living in cities with 'hukou' get much higher pensions than those in rural areas. That is not fair.
The central or federal government may need setup a fare security system to cover all seniors - (>60 years old) - regardless that they live in urban or rural areas - who should have the basic and same pension so that they may have basic living conditions. This part should be covered by the federal government via tax revenues! If people has worked and contributed to a established pension fund for a period of time, e.g., 10 years, he or she will get additional pension when retired. Of course, employers may also have their own pension plan for their employees. If China can build up such a security system, senior people in China would have relatively secure life when they are retired.
In summary, China pension system may consist of several parts as followings:
1. Basic pension for all seniors who do not need to contribute to the system;
2. Work pension for those seniors who contribute to the system for a number of years before retirement;
3. Private pension provided by employers;
4. Personal savings.
The first two should be managed by the government, that should fairly cover all seniors.
If the described above is achieved, China will be stable and prospective for another 300 years!
