Kindly inform all of you that China Government announced a new trucking rule named "2016 Policy 62" focus on the over-weight/over-length/over-breadth/over-height. Details as following:

1) Over Height: The height of the truck (including the equipment or cargo) over 4 meters will belong to illegal behavior. Trucker will face big penalty , few hundred dollars and negative
credit to the trucker and their companies etc. So the 40HQ & 45HQ containers will be all over-height. The reason: truck height after chassis is 1.4-1.5 meters at leastand 40HQ or 45HQ height is
9’6, which is 2.9 meters, total 40HQ & 45HQ after sit at the truck’s chassis will be 4.3-4.4 meters, or even higher in some scenario.
Because of this situation, suggest mostly use 40GP to replace 40HQ although some 40GP still has chances to be over-height.
2) Over Length: The length of the truck(including the equipment or cargo) over 18.1 meters will belong to illegal behavior. Pls pay attention on the 45HQ, according to before records, 45HQ containers
must use the 45' chassis which now is rare in the market, so we RS could not arrange trucking for 45HQ.
3) Over Breadth: The breadth of the truck(including the equipment or cargo) over 2.55 meters will belong to illegal behavior, this now still not a problem as the existing truck will not be over that.
4) Over weight: Different standard according to the number of the axles. Normally there is 4 axles & 5 axles trucks in the market and limit weight for 4 axles is 36 ton while 43 tons for 5 axles.
Besides the weight of the vehicle and chassis, the max weight we could accept for 4 axles truck is 19.99 tons and 24.99 tons for 5 axles truck. Subject to negotiating when over above weights.
Further more, we are observing whether this policy will be changed as this will have a very big affect to the logistics field in whole China. Some of the organizations who discussing with the
government specially about the height limited but not yet has result upto now. This new policy is well circulate to the market, forwarders/truckers also believe should be well aware from shipper as well.
According to the feedback from the market and practice so far within RSL office/station, official announcement so far no change, but people said so far, policy right now only focus on over weight
instead of over height or length. Beside the limit dimension, the weight limit is more important base on now market situation. Most of the people believe that the policy will be adjusted later on specially
for over height/length. Our cooperated trucker so far still accept HQ, but will be cautious to cargo weight. All the logistics market in China is similar and we will further update you on this in coming days.
