It shows how unbalanced China is in term of development.

On one hand, the government has massed so much power and money at their disposal, they can have the best and biggest office buildings, throw the most lavish  party in the world, and even manipulate the weather.
On another hand, hundreds of millions of Chinese live below poverty line.
China may appear to be very strong with modern weapons and huge GDP, but it is only as strong as its weakest link.
