回國可以申請臨時駕照和租車嗎？

聽有人說入關時就可以申請臨時駕照，我記得以前好像不承認外國駕照的，現在政策改了？美國倒是好像可以臨時用國外或國際駕照開一個月。如果可以的話我也想申請一個，不過國內車流量這麽大，恐怕上路心裏也沒底，不如打車或包車。
