從一個州搬到另一個州, 車的 title ( document) 非換不可. ( VA to MD)

按理說有點說不通, 車的Title 是用來證明車是我的, 換了一個州, 地址變了, 不能說就不能證明車是我的了, 我又沒有買賣車或transfer owner , 為什麽非換不可? 但今天打電話去問, 就得到這個結果.
