補充2："I recently had the same issue on a 1998 Sienna. Low beams didn't work, but the high beam indicator stayed on when the switch was moved to low beams. Following the advise of this and other forums, I replaced the headlight (and turnsignal) switch assembly, and the problem is fixed.
In order to replace the switch assembly, it was not clear if the steering wheel needed to be removed (according to other forums, etc). I did not have to remove the steering wheel. There are two screws that are behind the steering wheel, holding the steering column cover to the steering column. However, these two screws are accessible by rotating the steering wheel 90 degrees in each direction."
