The statement will be like this if need be:

1. My daughter's car did not hit this car.
2. the damage on my daughter's car was made two years ago, the insurance payment on that damage was on file
3. the police report does not made a conclusion, but only a suspicion.
4. in addition, the person filed police report after meeting with my daughter, he had the chance to have my daughter on site with the police, but he chose not to. The police report clearly stated that the report was based on present party's description, so the police report does not includes my daughter's side's story.
5. It is unfortunate that someone else hit and run, but it is not right just simply looking at a car parking next to you, and claims an innocent person.
