Be sure to write a letter of complaint

I had the same experience in Salt Lake city. I was involved in an accident, I was on flashing yellow, the other party was on flashing red. However, the cop said I was on flashing red. No ticket was given to either party. I knew it was discrimination, however, what can you do except writing a letter of complaint?
