The keys (master key or valet key) for your model year Camry are chip keys. They need to be programmed by a dealer to make the cars' ECU to recognised them before you can use them to start your cars. Keys cut in other shops are only good for opening the doors. They usually can crank the car but the car will not start.
You might find an uncut key compatible to your car on eBay, but after cutting you still need the dealer to program it.
Who told you "very expensive"? Dealer may charge a hundred or a little more for a key. Compared the cost of your car, is a hundred very expensive?
