Headlights and combination meter/instrument panel lights are powered by different circuits. It is highly likely the bulbs failed. Replacing the headlight bulb is rather easy for most cars. Taking the combination meter/instrument panel out could be a bit tricky, but possible for a handy DIYer. Go to an auto parts store, check the manual, and memorize the relavant procedures and then do it. At a shop, you might be charged for two-hour labor plus parts or even more(depending the make and model of your car) for replacing light bulbs in the combination meter/instrument panel.
