computer diagnostic fee towards repair ?

去Dealer前，說好了$99的diagnostic fee will be applied towards the repair if I do the repair at the dealership，因為我自己已經確認問題在MCU，本來想讓他們直接換一個的，但是他們一定要做diagnostic test，所以說讓我先做diagnostic，然後這個$99會用作將來的repair費用。

另外，本來說好了，labor是65-69，現在成了90。

現在他們改口了，說從來沒有的事。汗！！我給黑了？？

難道所有的口頭quote可以不honor的？
