Your citation always has 2 options: (1) Plea guilty: means paying fine ($$$) plus aceptoing points on your record; (2) not guilty through the REQUEST DISMISAL as you were asking above. Normally you need to mail the citation out to the designated courthouse(Local town courthouse) within 48 hours (at least this is the case for my town in WNY area); they will reply you with a set date for further action in court-house, then you follow their lead....
It is very hard for them to let you off the hook in the current economy condition. My guess is that you might reach a plea-bargain that you pay them normal speed-ticket fine, then they take off your points by adjusting your speeding to a non-moving violation, such as a parking violation....
Back to your original question, the answer is probation, period.
