File consumer complaint to your state insurance board

Find the right form from state government website and fill the form, with proof (i.e., police report, dealer maintenance record, fair market value, etc.), and complain that Allstate payment is obviously lower than the fair market value.  And make request that Allstate should pay for the market value plus sale tax or license fee, etc., as a total replacement of the damamged car.  Typically the state insurance board will issue a letter to Allstate and in most case they will pay the remaining.  If not, use those communications as evidence and go on court.
