Yes, left turn car in front of you should yield.  Most likely the right turn car was too slow and the driver of left turn car was not patient so he/she just proceeded and made the turn.  If the right turn car is too slow and the left turn car had enough time to make the left turn well before the right turn car approchs, what's the point of yielding?  He/she should wait though.
