我被dmv黑了錢

不知有沒有人和我有類似的情況。

2005 年我搬出加州，車也運走了，
2009 年我回到加州，車回來了，
2009年的california tax refund 扣了我1000多 for the registration fee from 2005--2009.

refund application 已經寄過去3個月，石沉大海， 打了幾次電話都是官僚口吻。什麽information 也沒有，就叫我等。 仿佛又回到那時等綠卡security check 的時候一樣，6 個月又6 個月，其實他們就是什麽也沒做。


我該怎麽辦呢？有沒有人和我有類似的情況，等多久呢？

另外也提醒大家，搬車一定要告知dmv.
