I used a chain wrench to hold the pulley
I bought it from Sears. I was lucky that the size of the chain was just large enough to wrap the pulley. However, it takes a lot effort to prevent the surface of the pulley from scratch and at the same time, it is not slippery. I saw on Youtube that someone used a metal bar to make a tool. It basically is a bar with two holes which match to the bolt positions on the pulley. Then, attach the bar to the pulley, and hold the bar to prevent the pulley from turning while you are using the torque wrench to tighten the bolt. I would use the latter method if I would do it again.
