When installing drum & shoes, I

adjust the star wheel in such way that the drum can be turned with a little bit resistence (shoes touch drum). If the drum can be turned freely, it may end up with the problem you have. However, supposedly if you pull parking brake handle enough times, the gap should be adjusted. the vehicle does not have to be in reverse direction.
