Some garage gives the lowest price without offering you the water pump and belts, if you only ask for price.

Replacing timing belt is expensive because they need to open the engine, and water pump and serpentine belts should be replaced as well while the engine is opened.

Also, there is a typical oil leak problem with old Toyota Camry, has something related to the oil pipe connection rubber... should be replaced while replacing timing belt.
