21in winter tire

Is there such thing as a 21in winter tire? I have a Cayenne GTS, but when it snows, the 4 wheel drive still handles like shit. The dealer suggests I switch the tires/rim to 18in as on a regular Cayenne instead of the standard 21in on a GTS. I tried to look for 21in winter tires, but can't seem to find any. Any suggestions?
