transfer clutch engagement is controlled by TCM OR transfer control module, the indicator flashes for many time because the module senses there is trouble in the system. If MB van the indicator flashes 18 time to show the transfer case malfunction each time when you turn key on. I am not familiar with Subaru but they should be the same if Subaru transfer case is electronically controlled. the common failure is the step motor which shifts the clutch engagement on or off. It costs about $550.00 with diagnosis and labor to replace the motor. you should count the flash times and tell us the detail
