I have similar case to yours, hit by a car on bicycle recently

Here is what you do: go to your fathers health insurance agent(I assume it's your insurance agent as well) to file a claim,they will direct you where to turn to next. I think they will be able to get you the insurance info on the other driver; or you can ask your AUTO insurance agent to file a no-fault claim so there will be one case handler to help you out. Eventually you will be dealing with the other driver's insurance company to settle this case. As for that police report, do not worry about what the other driver said; it was clearly stated that (the driver said.....), and you will have chance to add your side of the story eventually.
My case is not over yet. I just had 18 stitches on one leg......Good luck with your case. Looks like your father was lucky not hospitalized.
