You mentioned that the previous owner bought the car at 7k miles. Then it is likely that it was certified by then. In this casee, CPO is meaningless as it was done long time ago. If that is not the case, i.e. it was just certified by a BMW dealership recently, then it is fine not to inspect the car at all.
