What are exctaly covered under 'Maintenance"? Is this a extension quote when you buy a new BMW?

I know per BMW.USA policy, a BMW dealership is not allowed to do anything more than oil change and fluid replenishing, unless the customer speficies a problem and wants certain specfic systems to be checked. I am wondering why anyone will spend 2 grand for oil change and adding windshild fluid.
