Each car is different. The cars with digital temperature control most likely turn on the AC too even when you are using heater, which is the case for 99 mercury Villager Estate. On the other hand, my 96 Suzuki doesn't do the same thing. So for Suzuki, the extra power consumption when the heater is on is negligible.
