買了新車後, 在沒有拿到正式的Tag 之前, 該憑什麽

去做inspection?
目前我的手上隻有一張Registration card,車用的是temporary 的紙頭Tag.
此外, 新車是不是不需要做Emission test? ( 出廠時該做過了, 對嗎?)
