Well Well, if 38% deaths are due to collision with another car

then my math says the majority of those deaths (>60%) were not due to car collision (hint: how about rollover?). And what is the single most important cause for car collisions? Isn't it the loss of control on the perpetrating vehicle? Old cars, cheap cars, and SUVs are generally more vulnerable to this problem.
