習特會唯一要緊的問題，習近平問了嗎？

20強習特會後，我的感覺是“大豆換華為”是蒙人的，昨天經濟辦主任克羅（Larry Kudlow，人稱庫德洛）馬上出來說皮毛部件可以賣給華為，核心的就不會，所以實際上中國除了免第二批關稅、重新開談外，得到的好處不大，當然不升級也讓大家吃了顆定心丸。

 

中國的底線包括雙方對等對待，萊海瑟（Robert E. Lighthizer）和其他人當即斥責說貿易戰就是因為中方對美國不對等，欺負美國，這次打仗主要是矯枉過正，沒法對等對待。據（美）財長說，隻要不談崩，華為就有貨，但還是天天看別人眼色那種。

 

習近平如果想出奇兵，隻有一招，我年頭覺得習近平用了（習特通話是習近平的高招），就是架空其他人，直接跟淳樸（美國總統Donald Trump，人稱特朗普或川普）談。後來崩了，我也隻能承認瞎折騰，但現在看來說不定中方並沒有想到。

 

在談崩之前美方不斷以“內幕”方式放風，“種種進展”，總統也樂觀，後來小道說其實淳樸並不知道內情，萊海瑟和其他人刻意把淳樸蒙在鼓裏，怕他不懂，或胡攪蠻纏，隻跟他說“好好好”，結果淳樸也跟著說“好好好”。我的感覺是萊海瑟雖然知道，也擔心淳樸會鬆口，但未必真的蓄謀瞞他，不過如果劉鶴處理得好，結局會不同。

 

都說淳樸是商人，有商人的“商”，步步逼人，但目的是成交。淳樸商人的真正意思是“國家利益”在他那兒跟在其他人的不一樣，大家覺得中國是世敵，一定要打死，他未必覺得如此，也不在乎。

 

《財新》記者張琪給淳樸問了個關鍵問題，中國是敵是友？

淳樸說（大意）：“隻要習近平接受我的要求，美中會成為夥伴（partner）。”

 

別以為這是個無法接受的要求，也別以為這說法無關緊要，在美國，幾乎所有人，甚至務實派，都說“美洲在任何情況下都是對手、敵人”。故此淳樸此言一出，美國整個氣炸了。

如果最後淳樸放過華為，難道萊海瑟辭職抗議？抗議也未必有用。當然中國要做出較大的讓步才可能促成成交的可能，確實沒法“對等”。上次因為劉鶴兩邊不到位，據說常委聯合給習近平表態，習近平才徹底轉了。

 

如果習近平真得有眼光，或者劉鶴長了進，習特會習近平唯一要問的，是：

 

總統大人，您的底線是什麽？如果我們接受某項要求，如何保證讓您知道？

Nightrider, is it possible to ask you to think before you leave comments here? You have been singing the same song over and over, to the point where it becomes annoying, if not disrespectful. Contrary to your assertion, China has largely complied with its WTO commitments. I have explained that to you multiple times. You never bothered to respond.

And mind you -- unilaterally imposing tariff on another country is not in accordance with WTO rules, either. Guess which country has been doing it more often than any others? (Hint: it ain't China).

Also contrary to your assertion: nobody is certain what the US' demand is. The current administration changes its mind and its bottom line faster than the weather changes in July. For this president: one day, China is raping the US -- the next day, China and US can become partners and Mr. Xi is the greatest Chinese leader in 200 years. This inconsistency only diminishes US' position. Surprisingly, there are still some people who think the bottom line is as clear as the "miday sun."

Perhaps you need a pair of sunglasses to help your vision.

美國如今大概也意識到社會組織性不如中國，因此不論什麽戰爭隻要持久就必輸。這是體製因素，也是文化因素，中國政府可以很容易引導社會期望值，而美國做不到。
美國芯片60%出口中國，沒有中國買就沒人買，一下子失去60%的市場是什麽概念？中國一方最壞可以得到政府補貼，而且中國政府有錢，而美國公司得不到這種補貼，甚至連川普承諾給農民的120億過了已經一年了也隻兌現了40%，也就是美國政府拿不出這筆錢。
而120億隻想當於華為一年盈利的10%幾，哪怕美國公司是華為盈利的一半，這種規模的補貼也是無法拯救美國高科技公司的。
中美的世界角色正在對掉期，大概需要一代人的時間。

The bottom line? How is the bottom line not clear as the miday sun? Do you really have to ask the obvious? Implement all the WTO committment China, including taking down the Great Fire Wall, signed two decades ago with the legal mechanism to ensure it. Everyone knows what the US bottom line is. Everyone knows CCP can not possibly do it since doing it will kill CCP hundred times over.
