What does your visa say?

Visa is for travel. If it is single entry, it is useless as soon as you leave US. On your B2 visa you will see the number of entries issued to you. If it is 1, then your B2 can't get you back in US.

Why can't you change your status here? You have not over-stayed your B2 visa, there is no reason you can't get a F2 if applied within US. It won't be a visa stamp on your passport, but it will be a piece of paper indicating your F2 status.
