歐洲暴力犯罪率最高國家的誕生——英國禁槍那些事兒 ZT

英國1997年之後將手槍禁掉，從此成為真正意義上的民眾廣泛無槍國，這算是大家都知
道的曆史了。但是禁槍之後，犯罪率不降反升，短短十數載，已然成為泰晤士報和BBC
乃至全英國悲歎的“歐洲暴力犯罪率最高的國家”。

原因很簡單，少了民眾的武力製衡，暴徒就泛濫，犯罪成本極大的降低了，可能有槍的
民眾歹徒侵犯之前要好好掂量一下自己的斤兩，但是現在沒槍了，膽子立刻肥了起來，
以前要在黑市花大價錢買槍才敢做的案子，三五英鎊買把西瓜刀就能得手了。很可能也
是很多圖表和統計上英國槍擊案比例漸漸下降的原因——禁槍多年，再加上年年收繳，
百姓別說有槍，連槍是什麽都快忘記了，殺雞又何需用牛刀，子彈也比刀子貴啊。

同時伴隨的卻是暴力犯罪率的整體迅速上升，由以青少年一代蠱惑仔一樣的犯罪盛行發
展，直到倫敦騷亂達到新的高峰。頗有穩坐歐洲暴利犯罪率第一把交椅的勢頭，暴力法
罪率超過美國和……以暴力犯罪而聞名的南非

很諷刺，收槍收到連自家的奧運會射擊隊都要出國培訓的國家，自家的犯罪率居高不下
，全國的媒體還在慣性鼓吹槍支的邪惡，不知道最近刀械犯罪率升高是不是要開始鼓吹
刀具的邪惡。

In 2002, for the fourth consecutive year, gun crime in England and Wales
rose—by 35 percent for all firearms, and by a whopping 46 percent for the
banned handguns. Nearly 10,000 firearms offences were committed.iv The
shootings in a single week in the fall of 2003—of a Liverpool football
player and two other men in a bar, of three men in a drive-by attack in
Reading, of a 32-year-old builder leaving a health club in Hertfordshire, of
a 64-year-old woman trying to protect her daughter during a Nottinghamshire
burglary—provoked Oliver Letwin, shadow home secretary, to remark: “One
might have thought that this was Baghdad. In fact it‟s Blair‟s
Britain.”
同樣是利物浦這個城市，97年禁令開始，全部收繳手槍後半年，手槍相關的犯罪率上升
了300%，英國佬花了偌大力氣才發現原來是黑社會又從東歐來了大批手槍，當然普通民
眾這次就隻能做待宰羔羊了。

既然英國的槍械禁令幹全民閹割嚴防強奸的行為藝術，那美國如何？

和收槍的英國不同，美國自上一個AWB過期後，槍械法律一直在放開。根據福布斯的消
息：
“Last December the FBI reported that murder and other violent crime rates
fell again by 6.4% during the first half of 2011 compared with the same
period in 2010.”

美國的治安形勢是在轉好的，美國的治安為什麽好？同一篇文章也指出
“A widely-known study conducted by Gary Kleck and Marc Gertz in the 1990s
found that there were somewhere between 830,000 and 2.45 million U.S.
defensive gun uses annually. A National Crime Victimization Study (NCVS)
which asked victims if they had used a gun in self-defense found that about
108,000 each year had done so. A big problem with the NCVS line of survey
reasoning, however, is that it only includes those uses where a citizen
kills a criminal, not when one is only wounded, is held by the intended
victim until police arrive, or when brandishing a gun caused a criminal to
flee.”
兩個數字，一個是83萬到245萬的年均槍支自衛數量，二是10萬以上的年均擊斃歹徒數
量。報告網上都有，想看的可以自己去搜。生命或許不能放在天平上做單純的數量比較
，但當我們為瘋狂歹徒的受害者寄托哀思的時候，不要忘記槍支作為美國文化的一部分
每年都從歹徒手中拯救數以萬計的生命。
