Romney does the same, but they did not violate the law.

Think about this--SS is for the whole society, even rich people do not need this, they benefit from a stable society. However, they don't have to pay  it or very little percentage because SS tax only count the first 110K earned income, and no SS tax for dividend and capital gain. I have written a lot about the unfairness of tax code here, any way.
