The problem is, obviously my personal opinion only, when a lot people are lazy, that's because they are allowed, simply doing nothing but still got taken care of. Now you can argue whether that's those people's problem, or the system's problem, or both.
The system, in civilized world, should take care of disable or disadvantaged, but not lazy or don't want to. People should be encouraged to work toward full potential and get rewarded. People don't want to work, may be allowed but only at minimal level, uncomfortable, not making them entitled for anything. You can't give everybody a 4BR SFH, 2 cars, 3 kids, 4 vacations, 5 dogs... plus full medical coverage.
On the other hand, this could happen only in those developed counties, when they were able to 掠奪 others in the past by military means, now in financial ways, maybe a bit longer by 耍無賴. Reality is, it's not sustainable.
The system, has be working for a while, is having a serious trouble: it can't self-correct itself. Now we know everybody has a vote: 屁股決定腦袋, and it's already happening that 肚皮決定屁股（數量和分布）。
