to thw registered owner - if the owner is a rental car company, it has the responsibility to track down WHO is the renter when the violation happened and then track down the owner to inform him there is a traffic ticket.

As a matter of fact, the police asked to see our rental contract as he wanted to fill in the registration information. On the ticket itself, it also has a blank to fill in for the owner - in that blank, the police filled in Budget.
