Why 分著寄?, for your reference, at California you have two chances to win:

the first one, write a letter to plea no guilty, so the police officer also need to reply by writing
a letter as well, if he cannot remember details, or not willing (or time) to write a letter.

if this doesn't work, the second choice is to plea in court, if the police officer doesn't come,
you win.
