What about Xenon headlights on

luxury vehicles such as BMW X5? BMW calls it "The brightest idea." Even for low beam, "X5's headlights are over twice as bright as conventional halogen headlights." Very unfriendly to fellow drivers on the road.

But they are legal. Seems law has a higher standard for those who can pay more.
