My borrower got an offer with 380k for the primary purchase. They outbid another cash-offer of 370k. During the loan process, the appraisal value is only 350k, and the agents negotiated with the bank to get 350k as the final price.

The buyer agent knew the game, they offerred a little bit higher to get the deal first, and then negotiated again when appraisal value low.

But if the cash-offer buyer got the deal, they would not have the chance for 350k.
