娃是 MD出生的， birth certificate 需要認證， 拿回中國用。 

現在我已經做了MD Apostille， 收到了。 按理現在直接寄給中國embassy 或者consulate 去認證就好。 可是我娃是MD 出生， 屬於中國大使館認證， 在中國大使館的網頁上寫著， submit 給大使館的文件需要美國國務院認證， 才能寄給大使館。 但submit 給其他領事館的不需要國務院認證， 直接寄給領事館就好。

我直接暈死， 好吧， 那就去美國國務院認證吧。國務院網站顯示， 中國是1961年海牙treaty country， 需要做文件apostille。

然後我就完全被搞暈了， 在美國國務院網站， 寫的是州政府issue的文件不需要additional certifcation。 國務院不給issue an apostille for state-issue documents。 那我寄去， 不是白寄嗎？

A state-issued document with an apostille does not require additional certification by the U.S. Department of State or legalization by a U.S. embassy or consulate overseas to be recognized in a participating country.The U.S. Department of State will not issue an apostille for state-issued documents.

現在中美兩國的網站有conflict information。 我這咋弄？ 呼叫專業人士解惑。 謝謝！
