When you buy car/home insurance from an insurer then you are the first party, the insurer is the second party. Anyone who is not a party to an insurance contract is the third party(TPL).

For car insurance, TPL insurance covers you if your vehicle injures someone else or damages his or her property, and you are held legally liable. Each state/province has its own minimum amount of TPL requirment. Therefore, you should check your policy to make sure if the coverage is sufficient. Most people carry one or two million dollar TPL.

For home insurance, TPL will cover you if injury occurred in your property and you are held legally liable. Home owners should have at least one million dollars TPL. Even you are renting a house or an apartment, you should (in many cases, must) have TPL.
