我們這種情況中介應該不從學校拿回扣。應該就是學校要求的。我們是打破了學校的規定。想上來問問用第三者的眼光看看我們要求是否合理。

學校規定如下。

After acceptance, the I-20 will be issued upon the receipt of half of the tuition payment.

NOTE: the only way prepaid tuition will be refunded is if the I-20 is denied by the issuing country twice. Written proof is required.
