Comprehensive insurance is covering non-driving related loss, such as fire, theft, tree fall etc.
When car in storage, liability and collision are suspended, and comprehensive is maintained.
Of course if you don't buy comprehensive, you are told all insurance are suspended, since you dojn't have comprehensive.
