On the title transfer or bill of sales, there is a amount indicating "If this is a gift, the gift amount is ＿＿＿＿＂

In any case, DMV want the true value of the car so they collect transfer tax.  If you declare false value of the car in order to cheat transfer tax, don't blame insurance company using the same false value against you.
