綠卡回國超過１年，可以直接申請B－２嗎？

看了一下，要放棄綠卡還得去廣東領事館，老人家嫌麻煩，不願意去。想問問能不能直接就申請Ｂ－２？現在１０年的，很方便，沒有綠卡無所謂。多謝！
